📌Acting FEMA Administrator Resigns: Earlier this week, the Acting Administrator of the Federal Emergency Management Agency (FEMA) resigned. David Richardson had stepped into the role following the ousting of then-Acting Administrator Cameron Hamilton in May. The Trump Administration has not put forth a nominee for FEMA Administrator thus far, so it remains to be seen who will step into the acting role next. A more permanent posting at FEMA will likely depend on whether the Administration decides to try to reform or eliminate FEMA—a decision that could be made after the report from the FEMA Review Council comes out. That report is expected in the coming weeks.

📌Government Reopens After 43 Days:On November 12, 2025, the longest government shutdown to date came to an end. The House voted to pass a Senate-backed bill that included a “minibus” of three appropriations bills (funding the Department of Agriculture and the Food and Drug Administration, the Department of Veterans Affairs and military construction projects, and the Legislative Branch) as well as an agreement to fund the other agencies at current spending levels through January 30, 2026. The bill was then signed into law by the President.

📌2026 House and Senate Legislative Calendars Released:  House and Senate leadership released the legislative calendar for 2026. The calendars show long state work periods in August (typical) and October (typical of an election year). Of note for CFSI, the House is expected to be in session during the #CFSI2026 conference in Washington, D.C., making it a perfect time to come to DC and visit with your legislators!
